The ministry has been conducting numerous studies of the scheme since 2005. The Ministry consulted with various ministries, central organizations, experts and scientists to develop and revise the preliminary feasibility study for the project. He requested written consent from 20 cities and provinces through which the railway would pass.
In 2019, the government also established the State Evaluation Council to evaluate the preliminary feasibility study, given that this is an unprecedentedly large project.
The 1435 mm dual gauge railway will be about 1545km long and will run through 20 cities and provinces including Hanoi, Da Nang and Ho Chi Minh City. It will start at Ngoc Hoi Station in Hanoi and end at Thu Thiem Station in HCM City.
The electric railway can reach speeds of up to 320 km per hour.
Of the total investment, about US$1.98 billion will be allocated for land clearing, US$31.58 billion for construction and US$15 billion for equipment.
The project is proposed to be implemented in two phases, with two sections, Hanoi — Vinh and Nha Trang — Ho Chi Minh City, to be built in the first phase with a projected investment of US$24.72 billion and completed in 2032. In the second phase, the Vinh — Nha Trang section will be built with an investment of US$33.99 billion and completed by 2050.
